Welfare spending

Apparently, Winz is going to move its admin towards a single, core benefit. Which may well ease up some of the admin costs, but its not going to happen til 2007. Why not just use the community services cards as eft-pos cards? Simply allow different things to be charged on a card depending on the level of support each person needs. The cards already exist, let the retailers figure out an appropriate eft-pos system, and let it go at that. Give each adult $20 a week for descretionary spending, and $10 a week per child. Make it impossible to get alchohol or tobacco with the cards, and make the system track all purchases and red-flag excessive quantaties of "luxuries", however they may be defined.
